Coalition for a Safer Web Calls on Biden Administration to Investigate Samidoun Violations of the Foreign Agents Registration Act

Washington, DC – Aug. 24. – In an August 20, 2024, letter to the Justice Department’s Office of Foreign Agent Registration the Coalition for a Safer Web (CSW) urged the US government to launch an immediate investigation into Samidoun for alleged violations of the Foreign Agent Registration Act.

Also known as The Palestine Prisoners Solidarity Network, Samidoun’s North American organizers and agents are declared supporters of and actively promote throughout the U.S. the radical terrorism-inciting political agenda of the Popular Front for the Liberation Palestine (PFLP), a U.S. designated Foreign Terrorist Organization. Among its many documented atrocities, PFLP terrorists joined Hamas fighters in their October 7 attack against Israel in which some 1,200 Israelis were murdered, and scores more raped, tortured and taken hostage.

CSW’s latest effort to compel a federal crackdown against Samidoun follows their July 8, 2024 letter urging the Biden Administration to block Samidoun’s U.S. assets pursuant to Executive Order 13224 for operating as a U.S. affiliate of the PFLP.  This letter contains an exhaustive analysis of Samidoun’s U.S. and foreign operations and its irrefutable link to the PFLP and its Iran backers.

Samidoun’s official Vancouver, Canada office serves as a declared launching pad for its antisemitic/anti-U.S. operations.  Samidoun’s Canadian agents regularly cross the U.S.-Canadian border to fund, recruit, organize and incite violent campus and urban violence and breed antisemitism.  They have been frequently quoted promoting the PFLP’s political agenda in the U.S. and on Samidoun’ s U.S. website.

According to Ambassador Marc Ginsberg, CSW Founder and President:

It’s inexcusable that nine months after the horrors of October 7th on college campuses SAMIDOUN’s and even in Chicago this week at the Democratic National Convention, paid crisis instigators funded by Samidoun and other foreign sources, including Iran, are not subject to the strict enforcement of U.S. laws and regulations.”

As disclosed in CSW’s July 8 letter, Samidoun’s collaboration with the PFLP was on full display when its New York – New Jersey chapter, whose logo reads “Long Live October 7th” and contains images of Palestinian paragliders and attacks on IDF personnel, hosted a study group and distributed a 160-page PFLP-produced manifesto entitled “Strategy for the Liberation of Palestine,” promoting violence against Jews, Jewish businesses, and American targets – civilian and military.

Promoted on one of Samidoun’s Telegram accounts, the July 5 Brooklyn, NY event was the latest of a series of “teach-ins” and webinars promoting the October 7th attacks as a template for ongoing violent “resistance” against Israel and its Western allies.

Samidoun warrants culpability for violating FARA regulations for the following reasons:

  • SAMIDOUN, whose Director and International Coordinator, Charlotte Kates, is married to senior PFLP operative Khaled Bakarat, is personally responsible for inciting antisemitic violence in cities and on campuses across the U.S. and advocating PFLP-instigated terrorism against U.S. worldwide interests.
  • SAMIDOUN hosted post-October 7th webinars with Kates and Bakarat to bolster college protests in the U.S. which praise the use of airline hijackings as a “resistance” tool – a hallmark of PFLP historical agenda.
  • SAMIDOUN’S leadership advocates acts of terrorism against global U.S. interests quoting PFLP’s manifestos.
  • SAMIDOUN is designated a terrorist organization by several of our major allies, including the EU, Germany, Israel, and Belgium due to its ties to the PFLP.

Samidoun and the PLFP are inseparable from one another.  Moreover, Samidoun’s own U.S. website acknowledges it maintains an operation in Iran from which it financially supports its global operations not just in support of Palestinian terrorist prisoners, but also to support PFLP’s global political agenda.

CSW has already acted against donors and recipients funding antisemitic and extremist violence in the U.S. by filing complaints with the IRS to challenge their tax-exempt status.

CSW has also penetrated encrypted platforms of antisemitic groups to reveal & neutralize conspiracies to incite violence at the upcoming Democratic National Convention.  CSW identified on public media websites Samidoun instigators who were arrested last night near the Democratic National Convention for inciting attacks against the Chicago police at the offices of the Consulate of Israel.
